SRC-JLB S.B. 1229 78(R) BILL ANALYSIS Senate Research Center S.B. 1229 78R8176 SLO-DBy: Wentworth Intergovernmental Relations 3/28/2003 As Filed DIGEST AND PURPOSE Currently, a county with a population of 2.8 million or more may use mandatory pre-bid conferences to ensure that all parties understand the project requirements and specifications before bidding, and such counties may use a competitive proposal process, making a proposal negotiable. As proposed, S.B. 1229 expands the use of pre-bid conferences and a competitive proposal process to counties with populations of 800,000 or more. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 262.0256(a), Local Government Code, to provide that this section applies only to a county with a population of 800,000, rather than 2.8 million, or more. SECTION 2. Amends Section 262.030(d), Local Government Code, to authorize a county having a population of 800,000, rather than 2.4 million, or more according to the most recent federal census to use the competitive proposal purchasing method authorized by this section for the purchase of insurance or high technology items. SECTION 3. Amends Section 271.0565(a), Local Government Code, to make a conforming change. SECTION 4. Effective date: September 1, 2003.
