SRC-TAG S.B. 1319 78(R) BILL ANALYSIS Senate Research Center S.B. 1319 788040 KEL-DBy: Nelson Subcommittee on Higher Education 4/17/2003 As Filed DIGEST AND PURPOSE Currently there is a statewide shortage of pharmacists and the institutions of higher education in the North Texas region do not have any pharmacy program. As proposed, S.B. 1319 authorizes the establishment of a school of pharmacy at University of North Texas Health Science Center. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 105H, Education Code, by adding Section 105.405, as follows: Sec. 105.405. SCHOOL OF PHARMACY. (a) Authorizes Texas Higher Education Coordinating Board (THECB)to establish and maintain a school of pharmacy as a professional school of the University of North Texas Health Science Center. (b) Authorizes THECB to prescribe courses leading to customary degrees offered at other leading American Schools of Pharmacy and authorize to award those degrees. SECTION 2. Requires THECB, by August 31, 2004, to prepare an impact statement examining the initial implementation of this Act and to deliver a copy of the statement to the board of regents of the University of North Texas System and to the chair of the standing committee of each house of the legislature with primary jurisdiction over higher education. SECTION 3. Effective date: September 1, 2003.
