SRC-TAG S.B. 1357 78(R) BILL ANALYSIS Senate Research Center S.B. 1357 78R8939 TBy: Nelson Education 3/24/2003 As Filed DIGEST AND PURPOSE Current law lacks measures to implement the requirement of physical activities for elementary school children. As proposed, S.B. 1357 establishes measures to determine if schools are complying with the law and if the goals of lowering obesity, diabetes, and other risk factors are being met. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 28.004, Education Code, by adding Subsection (k), to require the commissioner of education (commissioner) to report annually the number of school districts that have policies and practices in place to ensure that students in elementary grades receive a minimum of 30 minutes per day or 135 per minutes per week of physical activity. Requires the annual report to include certain information. SECTION 2. Effective date: September 1, 2003.
