SRC-LBB S.B. 1384 78(R) BILL ANALYSIS Senate Research Center S.B. 1384 78R3404 SLO-DBy: Armbrister Jurisprudence 4/7/2003 As Filed DIGEST AND PURPOSE Currently, Caldwell county is served by three district courts. However, the district judges for Caldwell County also serve other counties. These judges have indicated plans to devote less court time to Caldwell county and one judge has petitioned to remove Caldwell County from his court's jurisdiction. The annual report of the Texas Judicial System for 2002 supports the position that Caldwell County needs a separate district court with a judge who is elected locally and works full time in Caldwell County. As proposed, S.B. 1384 creates an additional judicial district composed of Caldwell County. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 24C, Government Code, by adding Section 24.565, as follows: Sec. 24.565. 421ST JUDICIAL DISTRICT (CALDWELL COUNTY). The 421st Judicial District is composed of Caldwell County. SECTION 2. Provides that the 421st Judicial District is created. Effective date: September 1, 2003.
