SRC-TAG S.B. 1390 78(R) BILL ANALYSIS Senate Research Center S.B. 1390 78R7336 MI-FBy: Duncan Natural Resources 4/30/2003 As Filed DIGEST AND PURPOSE The Texas Water Advisory Council (council) was created by the 77th Texas Legislature to heighten the level of dialogue on significant water policy issues. As proposed, S.B. 1390 grants the Texas Water Advisory Council the ability to provide focus and recommendations on state water policy initiatives and extends the life of the council from 2005 to 2007. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 9.008(a), Water Code, to require the Texas Water Advisory Council (council) to heighten the level of dialogue on significant water policy issues and, in an advisory role only, strive to provide focus and recommendations on state water policy, including certain specified matters. SECTION 2. Amends Section 9.011(a), Water Code, to require an authority, in, rather than before, its five-year analysis under Section 9.010, to report to the council a self-assessment of certain information. SECTION 3. Amends Section 9.017, Water Code, to provide that this chapter and the interagency water advisory account expires September 1, 2007, rather than September 1, 2005, unless extended by the 79th or 80th Texas Legislature, rather than 78th Texas Legislature. SECTION 4. Effective date: September 1, 2003.
