S.B. 1394 78(R) BILL ANALYSIS S.B. 1394 By: Shapiro Public Education Committee Report (Unamended) BACKGROUND AND PURPOSE Current law provides that a principal be employed under a probationary contract the first year of employment with a school district, regardless of experience with other districts. Senate Bill 1394 allows school districts the option of offering term contracts the first year a principal is employed with the district if the individual has previous experience as a principal. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, institution, or agency. ANALYSIS Senate Bill 1394 amends the Education Code, to authorize a school district to employ a person as a principal under a term contract if the person has experience as a public school principal, regardless of whether the person is being employed by the school district for the first time or whether a probationary contract would otherwise be required under Section 21.102. This Act applies beginning with the 2003-2004 school year. EFFECTIVE DATE Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
