SRC-LBB S.B. 1415 78(R) BILL ANALYSIS Senate Research Center S.B. 1415 By: Deuell State Affairs 3/31/2003 As Filed DIGEST AND PURPOSE In 1952, the United States Congress enacted a National Day of Prayer as an annual event and in 1988 specified that the first Thursday in May of each year be designated as a National Day of Prayer. As proposed, S.B. 1415 establishes the first Thursday in May as Texas Prayer Day, to coincide with the National Day of Prayer. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 662C, Government Code, by adding Section 662.050, to provide that the first Thursday in May of each year is Texas Prayer Day, to coincide with the National day of Prayer, a day on which the people of Texas may turn to God in prayer and meditation at churches, in groups, and as individuals. SECTION 2. Effective date: September 1, 2003.
