SRC-AMY C.S.S.B. 1439 78(R) BILL ANALYSIS Senate Research CenterC.S.S.B. 1439 78R10517 MCK-DBy: Shapleigh Subcommittee on Base Realignment and Closure 4-12-2003 Committee Report (Substituted) DIGEST AND PURPOSE The state's National Guard facilities are in need of maintenance and repair. The federal government's fiscal year ends in September and the state fiscal year ends in August. Federal funds regularly become available to Texas in late August, but those monies are lost because of the timeframe and the lack of a process to identify and acquire matching funds. C.S.S.B. 1439 establishes the composition of the Military Facilities Funding Board (board) and authorizes the governor, with the concurrence of the board, to direct money, appropriated for the purpose, to be used to obtain the federal matching funds when governor becomes aware of the possibility of matching funds for projects at military facilities in the state. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1.
