SRC-AMY S.B. 1506 78(R) BILL ANALYSIS Senate Research Center S.B. 1506 By: Harris Infrastructure Development and Security 3/27/2003 As Filed DIGEST AND PURPOSE Currently, there is not a license plate connected with the Texas County Child Welfare Boards. As proposed, S.B. 1506 requires the issuance of a specially designed Texas County Child Welfare Boards license plate for passenger cars and light trucks. This bill also requires that of the $35 fee, $8 goes to the state highway fund and $27 is earmarked for a special account for abused and neglected children, established at the Texas Department of Protective and Regulatory Services (DPRS). S.B. 1506 requires the money deposited to the credit of the DPRS account to be used only by DPRS to fund programs and services supporting abused and neglected children. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 502F, Transportation Code, by adding Section 502.310, as follows: Sec. 502.310. TEXAS COUNTY CHILD WELFARE BOARDS. (a) Requires the Texas Department of Transportation (TxDOT) to issue specially designed Texas Council of Child Welfare Boards license plates for passenger cars and light trucks. (b) Requires TxDOT to design the license plates in consultation with the Texas County Child Welfare Boards, Inc. (c) Requires TxDOT to issue the license plates to a person who meets certain criteria. (d) Requires $8 of the fee collected under Subsection (c) to be deposited to the credit of the state highway fund and $27 to be deposited to the credit of a special account for abused and neglected children, established at the Texas Department of Protective and Regulatory Services (DPRS). (e) Requires money deposited to the credit of the DPRS account to be used only by DPRS to fund programs and services supporting abused and neglected children, pursuant to Section 264.005, Family Code (County Child Welfare Boards). (f) Authorizes the owner of the vehicle for which the plates were issued, if the license plates are lost, stolen, or mutilated, to obtain a replacement [license plate by paying the] [Assumed: Not included in proposed language.] fee prescribed by Section 502.184(a)(2), Transportation Code (Replacement of Lost, Stolen, or Mutilated License Plate or Registration Insignia). (g) Requires the vehicle owner to return the license plates to TxDOT upon disposal of the vehicle [Assumed: Not included in proposed language.] during a registration year. SECTION 2. Effective date: September 1, 2003.
