DIGEST AND PURPOSE 

Currently, the Texas State Guard's mission is to provide militia strength
to supplement that of the Texas National Guard.  To redirect the mission
to a homeland security and community service role, current law must be
amended.  S.B. 1594 provides that the mission of the Texas State Guard is
to provide mission-ready volunteer military forces in state homeland
security and community service activities.  This bill also requires a
person to be citizen of the United States and a resident of this state for
180 days to volunteer for service in the Texas State Guard. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 431.051, Government Code, as follows:

Sec. 431.051.  New heading: SUPPLEMENTAL VOLUNTEER MILITARY FORCES.
Provides that the mission of the Texas State Guard is to provide
mission-ready volunteer military forces, rather than militia strength, for
use by the state in homeland security and community service activities. 

SECTION 2.  Amends Subsection (b), Section 431.052, Government Code, to
require a person be a citizen of the United States and a resident of this
state for at least 180 days, in order to volunteer for service in the
Texas State Guard. 

SECTION 3.  Effective date:  September 1, 2003.
