SRC-VRA S.B. 1600 78(R) BILL ANALYSIS Senate Research Center S.B. 1600 By: Whitmire Intergovernmental Relations 4/1/2003 As Filed DIGEST AND PURPOSE Currently, a police offer in certain municipalities is not required to have completed five total years of service before taking the promotional examination for Sergeant. As proposed, S.B. 1600 requires a police officer to have served a minimum of five years before taking the promotional examination for Sergeant. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 143.031, Local Government Code, by adding Subsection (d) to prohibit police officers, in a municipality with a population of 1.5 million or more, from being eligible to take the promotional examination for the rank of Sergeant until they have completed at least five total years of service from their date(s) of hire. Provides that the five years of service required under this subsection need not be continuous and may be a cumulative total from one or more dates of hire.
