SRC-JLB S.B. 1608 78(R) BILL ANALYSIS Senate Research Center S.B. 1608 By: Ellis, Rodney Subcommittee on Higher Education 4/2/2003 As Filed DIGEST AND PURPOSE Current legislation, resulting in the single-member districts from which members of the governing body are elected, affects the term of a member of the governing body serving on the date the annexation or redistricting takes effect. As a result, increased elections increases costs, especially if run-off elections occur. As proposed, S.B. 1608 provides that the annexation of territory and any resulting change in the single-member districts from which members of the governing body are elected does not affect the term of a member of the governing body serving on the date the annexation or redistricting takes effect. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 130.088, Education Code, by adding Subsection (o), to provide that the annexation of territory and any resulting change in the single-member districts from which members of the governing body are elected does not affect the term of a member of the governing body serving on the date the annexation or redistricting takes effect. SECTION 2. Effective date: upon passage or September 1, 2003.
