SRC-TAG S.B. 1678 78(R) BILL ANALYSIS Senate Research Center S.B. 1678 By: Whitmire Criminal Justice 5/5/2003 As Filed DIGEST AND PURPOSE Currently, the Board of Pardons and Paroles has a policy board composed of six members. However, problems have arisen when there is no majority vote, due to a 3-3 split vote. As proposed, S.B. 1678 changes the number of persons on the Board of Pardons and Paroles Policy Board from six to seven. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 508.036(a), Government Code, to require the governor to designate seven members, rather than six members, of the Board of Pardons and Paroles to serve as the Board of Pardons and Paroles Policy Board. Makes a conforming change. SECTION 2. Effective date: September 1, 2003.
