SRC-JLB S.B. 1686 78(R) BILL ANALYSIS Senate Research Center S.B. 1686 By: Gallegos Intergovernmental Relations 3/29/2003 As Filed DIGEST AND PURPOSE Currently, county jailers, with certain exceptions, may be appointed on a temporary basis but are required to complete an approved training course within one year of being appointed. As proposed, S.B. 1686 requires 160 hours of certain training within two years after the date the person was appointed. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1701.310, Occupations Code, by adding Subsection (f), to require the Commission on Law Enforcement Officer Standards and Education (commission), in addition to the preparatory training program required by Subsection (a), to require that a person appointed as a county jailer in a county with a population of 500,000 or more complete 160 hours of commission-approved training during the 24-month period after the date the person was appointed. SECTION 2. Effective date: September 1, 2003.
