SRC-JLB C.S.S.B. 1686 78(R)BILL ANALYSIS Senate Research CenterC.S.S.B. 1686 By: Gallegos Intergovernmental Relations 4/16/2003 Committee Report (Substituted) DIGEST AND PURPOSE Currently, county jailers, with certain exceptions, may be appointed on a temporary basis but are required to complete an approved training course within one year of being appointed. C.S.S.B. 1686 requires 160 hours of certain training within two years after the date the person was appointed. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 1701.310, Occupations Code, by adding Subsection (f), to authorize the Commission on Law Enforcement Officer Standards and Education (commission) to require that a person appointed as a county jailer in a county with a population of 500,000 or more must complete 160 hours of commission-approved training not later than the second anniversary after the date the person was appointed. Authorizes the 160 hours to include the preparatory training in Section (a). SECTION 2. Effective date: September 1, 2003.
