SRC-JEC S.B. 1695 78(R) BILL ANALYSIS Senate Research Center S.B. 1695 78R8010 KEG-DBy: Wentworth State Affairs 4/6/2003 As Filed DIGEST AND PURPOSE As proposed, S.B. 1695 establishes a Texas music compact disc project to feature Texas musicians on a series of CDs. Proceeds from the sale of the CDs would benefit programs such as music classes in Texas schools, and the project would highlight the state's musical talent and increase visibility for Texas' arts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 444B, Government Code, by adding Section 444.032, as follows: Sec. 444.032. TEXAS MUSIC COMPACT DISC PROJECT. (a) Requires the Texas Commission on the Arts (TCA) to develop and implement a Texas music compact disc project under which TCA will create, promote, and distribute a series of compact discs that feature the work of established and emerging music artists of this state. (b) Requires TCA to seek donations of time, talent and property from music artists and other persons to help facilitate the project. (c) Requires all proceeds from the sale of compact discs under the project to be deposited in the Texas cultural endowment fund under Section 444.026. SECTION 2. Effective date: upon passage or September 1, 2003.
