S.B. 1714 78(R) BILL ANALYSIS S.B. 1714 By: Wentworth Transportation Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, Texas law allows a portion of a state highway to be named in honor of an individual, a group, or an event. The Second Infantry Division was organized in France and is the only Army division ever commanded by a Marine general. This division served with honor in World War I, World War II, and the Korean War. The Second Infantry Division was stationed at Fort Sam Houston, San Antonio, from 1922 until 1942, when it was moved to Camp McCoy, Wisconsin, prior to being deployed to Europe for the invasion of France on D-Day plus one. Each week, one of the three combat teams of the Second Division would hike along what is now Military Highway to Camp Bullis for field training, and hike back to Fort Sam Houston on Friday afternoon or Saturday morning. As proposed, S.B. 1714 designates Farm-to-Market Road 1535 between Fort Sam Houston and Camp Bullis as the Second Indian Head Division Memorial Highway. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Chapter 225B, Transportation Code, by adding Section 225.0276, as follows: Sec. 225.0276. SECOND INDIAN HEAD DIVISION MEMORIAL HIGHWAY. (a) Designates Farm-to-Market Road 1535 between Fort Sam Houston and Camp Bullis as the Second Indian Head Division Memorial Highway. (b) Requires the Texas Department of Transportation (TxDOT) to design and construct memorial markers indicating certain information. (c) Requires TxDOT to erect a marker at each end of the highway and at appropriate intermediate sites along the highway. SECTION 2. Effective date: upon passage or September 1, 2003. EFFECTIVE DATE Upon passage, or if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
