SRC-JEC S.B. 1749 78(R) BILL ANALYSIS Senate Research Center S.B. 1749 By: Lucio Education 5/1/2003 As Filed DIGEST AND PURPOSE Currently, there is no formal mechanism to assess the demand for adult education programs. As proposed, S.B. 1749 requires the Texas Education Agency to develop and administer a mechanism for measuring the need and demand for adult education programs in Texas and report the results of the assessment to the legislature annually. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 29.252, Education Code, as follows: (a) Requires the Texas Education Agency (TEA) to develop and administer a mechanism for measuring the need and demand for adult education programs in this state and report the need and demand assessed by the mechanism to the legislature on an annual basis. (b) No changes made to this subsection. (c) Requires the mechanism prescribed under Subsection (a)(9) to include a measurement of the number of individuals placed on wait lists for adult education programs. SECTION 2. Requires TEA, not later than December 1, 2003, to complete development of the mechanism for measuring the need and demand for adult education programs in this state prescribed under Section 29.252, Education Code, as amended by this Act. SECTION 3. EFFECTIVE DATE. Effective date: September 1, 2003.
