BACKGROUND AND PURPOSE 

Currently, district court judges' salaries are paid by a combination of
state and county funds, but statutes cap the amount that the state and
county may pay said judges.  S.B. 1781 removes the cap from the amount
Grimes, Walker, and Madison counties are authorized to pay as supplemental
salaries to their district judges for judicial and administrative
services. 

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution. 

ANALYSIS

SECTION 1.  Amends Section 32.093(a), Government Code, to authorize the
commissioners court of Grimes County to pay the judge of the district
courts having jurisdiction in the county an annual supplemental salary for
judicial and administrative services.  Deletes text stating that the
salary paid by the county may not exceed $1,200.   

SECTION 2.  Amends Section 32.157(a), Government Code, to authorize the
commissioners court of Madison County to pay the judges of the district
courts having jurisdiction in the county an annual supplemental salary for
judicial and administrative services.  Deletes text stating that the
salary paid by the county may not exceed $1,200. 
 
SECTION 3.  Amends Section 32.236(a), Government Code, to authorize the
commissioners court of Walker County to pay the judges of the district
courts having jurisdiction in the county an annual supplemental salary for
judicial and administrative services.  Deletes text stating that the
salary paid by the county may not exceed $1,200. 

SECTION 4.  Repealer:  Section 32.093(d) (Grimes County), Government Code;
Section 32.145(d) (Leon County), Government Code;  Section 32.157(d)
(Madison County), Government Code;  and Section 32.236(d) (Walker County),
Government Code. 
 
SECTION 5.  Effective date:  upon passage or September 1, 2003.
