DIGEST AND PURPOSE 

Currently, district court judges' salaries are paid by a combination of
state and county funds, but statutes cap the amount that the state and
county may pay said judges.  As proposed, S.B. 1781 removes salary caps to
allow Walker and Madison county to pay supplemental salaries to their
district judges for judicial and administrative services but does not
effect state and county caps, which the counties continue to control. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 32.157(a), Government Code, to authorize the
commissioners court of Madison County to pay the judges of the district
courts having jurisdiction in the county an annual supplemental salary for
judicial and administrative services.  Deletes text stating that the
salary paid by the county may not exceed $1,200. 
 
SECTION 2.  Amends Section 32.236(a), Government Code, to authorize the
commissioners court of Walker County to pay the judges of the district
courts having jurisdiction in the county an annual supplemental salary for
judicial and administrative services.  Deletes text stating that the
salary paid by the county may not exceed $1,200. 

SECTION 3.  Repealer:  Sections 32.157(d) (Madison County), Government
Code and 32.236(d) (Walker County), Government Code. 
 
SECTION 4.  Effective date:  September 1, 2003.
