SRC-VRA S.B. 1802 78(R) BILL ANALYSIS Senate Research Center S.B. 1802 By: Fraser Intergovernmental Relations 4/14/2003 As Filed DIGEST AND PURPOSE The city of Temple currently is home to six centers for medical services, educational and clinical resources, and bioscience research. As proposed, S.B. 1802 creates the Temple Health and Biosciences District and Authority. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. CREATION OF DISTRICT. (a) Provides that a special district and authority to be known as the "Temple Health and Biosciences District and Authority" exists as a governmental agency, body politic and corporate, and political subdivision of the state. (b) Provides that the creation of the district and authority is essential to accomplish the purposes of Section 59, Article XVI, and Section 52-a, Article III, Texas Constitution, and other public purposes stated in this subchapter. SECTION 2. DECLARATION OF INTENT. Provides that the creation of the district is necessary to further the public purpose of improving the economy of the state and of the City of Temple by providing for the development of health and biosciences operations and facilities. SECTION 3. Effective date: September 1, 2003.
