SRC-LBB S.B. 1816 78(R) BILL ANALYSIS Senate Research Center S.B. 1816 By: Van de Putte Infrastructure Development and Security 4/17/2003 As Filed DIGEST AND PURPOSE As proposed, S.B. 1816 requires the rules relating to a Texas Department of Public Safety (DPS) approved driver education course to provide that persons conducting a parent taught driver education course complete a Parent Instruction Safety Course approved by DPS and to require that such a person not have accumulated ten or more penalty points in the past three-year period on a driving record evaluation by DPS. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 521.205(a), Transportation Code, to amend the rules to include the provisions that a person conducting a Texas Department of Public Safety (DPS) approved driver education course has successfully completed a Parent Instruction Safety Course approved by DPS and not have accumulated ten or more penalty points in the past three-year period on a driving record evaluation by DPS. SECTION 2. Effective date: September 1, 2003.
