SRC-JLB S.B. 1819 78(R) BILL ANALYSIS Senate Research Center S.B. 1819 By: Van de Putte Government Organization 4/4/2003 As Filed DIGEST AND PURPOSE Current law does not grant the Texas Lottery Commission (commission) the authority to apply the best value to the state standard for the purchase of goods or services. As proposed, S.B. 1819 requires the commission to purchase goods and services that provide the best value for the state. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1: Amends Section 466.101(f), Government Code, to require the Texas Lottery Commission and each lottery operator, for all contracts awarded under this chapter, to consider a vendor's overall economic impact to the state or a subdivision of the state, including tax revenue and current employment in evaluating and awarding a bid. SECTION 2: Provides that to the extent of any conflict, this Act prevails over another Act of the 78th Legislature, Regular Session, 2003, relating to nonsubstantive additions to and corrections in enacted codes. SECTION 3: Effective date: September 1, 2003.
