DIGEST AND PURPOSE 

Current law does not grant the Texas Lottery Commission (commission) the
authority to apply the best value to the state standard for the purchase
of goods or services.  C.S.S.B. 1819 requires the commission to purchase
goods and services that provide the best value for the state;  requires
the commission to prescribe certain information;  and defines "economic
impact." 

RULEMAKING AUTHORITY

Rulemaking authority is expressly granted to the Texas Lottery Commission
in SECTION 1 (Section 466.101, Government Code) of this bill. 

SECTION BY SECTION ANALYSIS 

SECTION 1:  Amends Section 466.101, Government Code, by adding Subsections
(f)-(h), as follows: 

(f)  Authorizes the executive director of the Texas Lottery Commission, in
awarding a contract under this chapter or evaluating a bid or proposal
relating to a contract, to consider a vendor's economic impact to the
state or a political subdivision of the state. 

(g)  Requires the commission by rule, for contracts for which the
executive director will consider a vendor's economic impact under
Subsection (f), to prescribe certain information. 

 (h)  Defines "economic impact."
 
SECTION 2:  Effective date:  September 1, 2003.
