C.S.S.B. 1819 requires the commission to purchase goods and services that provide the best value for the state; requires the commission to prescribe certain information; and defines "economic impact." RULEMAKING AUTHORITY Rulemaking authority is expressly granted to the Texas Lottery Commission in SECTION 1 (Section 466.101, Government Code) of this bill. SECTION BY SECTION ANALYSIS SECTION 1: Amends Section 466.101, Government Code, by adding Subsections (f)-(h), as follows: (f) Authorizes the executive director of the Texas Lottery Commission, in awarding a contract under this chapter or evaluating a bid or proposal relating to a contract, to consider a vendor's economic impact to the state or a political subdivision of the state. (g) Requires the commission by rule, for contracts for which the executive director will consider a vendor's economic impact under Subsection (f), to prescribe certain information. (h) Defines "economic impact." SECTION 2: Effective date: September 1, 2003.
