SRC-JEC, AMY S.B. 1820 78(R)BILL ANALYSIS Senate Research CenterS.B. 1820 By: Van de Putte Education 6/27/2003 Enrolled DIGEST AND PURPOSE Currently, Texas law requires the State Board of Education (SBOE) to adopt rules to evaluate the performance of schools using the academic excellence indicators adopted under Sections 39.051(b)(1) through (7) (Academic Indicators), Education Code, including assessment instrument results; dropout, completion, and attendance rates; and SAT results. Additional criteria to be considered may include consideration of compliance with certain statutory and SBOE requirements and the effectiveness of the district's programs for special populations. S.B. 1820 adds the consideration of the effectiveness of the district's career and technology programs in the rules adopted by SBOE. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Subsections (b) and (c), Section 39.072, Education Code, as follows: (b) Includes the consideration of the effectiveness of the district's career and technology programs in the rules adopted by the State Board of Education to evaluate the performance of school districts. (c) Requires consideration of the effectiveness of district programs under Subsections (b)(2) or (3) to be based on data collected through the Public Education Information Management System for purposes of accountability under this chapter and to include the results of assessments required under Section 39.023. SECTION 2. Effective date: upon passage or September 1, 2003.
