S.B. 1834 78(R) BILL ANALYSIS

S.B. 1834
By: Staples
Corrections
Committee Report (Unamended)

BACKGROUND AND PURPOSE

Current Texas law instructs the state to pay up to $1,600 for each civil
commitment proceeding.
The actual costs of a civil commitment proceedings are close to three
times that amount. Currently, all civil commitment cases are conducted in
Montgomery county, and the county absorbs these excess costs. C.S.S.B.
1834 increases the cap on state payment for a civil commitment case from
$1,600 to $2,500.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any
additional rulemaking authority to a state officer, department, agency, or
institution.
