SRC-JLB S.B. 1841 78(R) BILL ANALYSIS Senate Research Center S.B. 1841 78R8612 YDB-DBy: Staples Jurisprudence 4/5/2003 As Filed DIGEST AND PURPOSE Currently, Henderson County has one county court at law. As proposed, S.B. 1841 creates a second county court for Henderson County. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 25.1091, Government Code, as follows: Sec. 25.1091. HENDERSON COUNTY. Provides that Henderson County has certain statutory county courts, including the County Court at Law No. 2 of Henderson County. SECTION 2. Amends Sections 152.1131(a) and (c), Human Resources Code, as follows: (a) Provides that the juvenile board of Henderson County is composed of certain persons. (c) Requires the commissioners court to pay the 173rd and 392nd district judges and the county court at law judges, rather than judge, an amount set by the commissioners court at not less than $750 a month and to pay the 3rd district judge an amount set by the commissioners court at not less than one-third of the amount paid to the 173rd or 392nd district judge or the county court at law judges, rather than judge. SECTION 3. Provides that notwithstanding Section 25.1091, Government Code, as amended by this Act, the County Court at Law No. 2 of Henderson County is created December 1, 2007, or on an earlier date determined by the commissioners court by an order entered in its minutes. SECTION 4. Effective date: September 1, 2003.
