S.B. 1877 78(R) BILL ANALYSIS S.B. 1877 By: Madla Natural Resources Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the election date for the directors of the Real-Edwards Conservation and Reclamation District is the first Saturday in May. May elections are costly because there are no other county-wide officers on the ballot, and the voting public would better be served by electing the board at the general election in November. S.B. 1877 changes the election date for the directors to the first Tuesday after the first Monday in November. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS S.B. 1877 amends Chapter 341, Acts of the 56th Legislature, Regular Session, 1959, by changing the election date for selection of directors from the first Saturday in May to the first Tuesday after the first Monday in November. S.B. 1877 also provides for the validation of certain actions of the district. The bill also provides for staggered terms of office for the board of directors. EFFECTIVE DATE On passage, or if the Act does not receive the necessary vote, the Act takes effect on September 1, 2003.
