S.B. 1887 78(R) BILL ANALYSIS S.B. 1887 By: Janek Urban Affairs Committee Report (Substituted) BACKGROUND AND PURPOSE The Westchase Area Management District includes a board of directors whose members are required to hold positions in office, retail, land, and similar categories. Because of changes in the real estate market, at times, the board has trouble finding qualified members to fill board positions. As proposed, S.B. 1887 would change the qualifications for board members, allowing interested parties to fill positions while keeping an overall representation of the area. In addition, the bill would grant the district the power to provide for convention centers. SECTION 3. Validation clause. SECTION 4. Effective date. EFFECTIVE DATE: Upon passage, or, if the Act does not receive the necessary vote, the Act takes effect September 1, 2003.
