SRC-VRA S.B. 1887 78(R) BILL ANALYSIS Senate Research Center S.B. 1887 By: Janek Intergovernmental Relations 4/7/2003 As Filed DIGEST AND PURPOSE Current Texas law permits the tie of a specific business segment to a director position. As proposed, S.B. 1887 eliminates the tie and clarifies the Westchase Area Management District's authority to work with one or more telecommunications providers. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 376.050, Local Government Code, to require the mayor and members of the governing body of the municipality to endeavor to appoint as directors of the Westchase Area Management District (district) persons representing certain interests. SECTION 2. Amends Section 376.052, Local Government Code, to add additional powers to the district's authority. SECTION 3.(a) Provides the legislature validates and confirms all governmental acts and proceedings of the Westchase Area Management District and the district's board of directors that occurred before the effective date of this Act. (b) Makes application of this Act prospective. SECTION 4. Effective date: upon passage or September 1, 2003.
