DIGEST AND PURPOSE 

Currently, it is unclear whether Texas law authorizes the City of Corpus
Christi to lease certain pieces of land granted to the city.  S.B. 1892
authorizes the governing body of the City of Corpus Christi to lease all
property transferred by the State of Texas to the City of Corpus Christi
by the provisions of Chapter 68, General Laws, Acts of the 36th
Legislature, Regular Session, 1919, for public purposes. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Section 1, Chapter 235, Acts of the 55th Legislature,
Regular Session, 1957 (Article 5421j-1, V.T.C.S.), as follows:   

Sec.  1.  Authorizes the governing body of the City of Corpus Christi to
lease all property transferred by the State of Texas to the City of Corpus
Christi by the provisions of Chapter 68, General Laws, Acts of the 36th
Legislature, Regular Session, 1919, in addition to Chapter 253, Acts of
the 49th Legislature, Regular Session, 1945, for such time and under such
terms and conditions and for such purposes as determined by that governing
body to be in the best interest of the city, including the public purposes
provided by Article III, Section 52-a (Loan or Grant of Public Money for
Economic Development) of the Texas Constitution, and Section 380.001(a)
(Economic Development Programs), Local Government Code. 

SECTION 2.  Effective date: upon passage or September 1, 2003.
