S.B. 1892 78(R) BILL ANALYSIS S.B. 1892 By: Hinojosa Land & Resource Management Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, it is unclear whether Texas law authorizes the City of Corpus Christi to lease certain pieces of land granted to the city. S.B. 1892 authorizes the governing body of the City of Corpus Christi to lease all property transferred by the State of Texas to the City of Corpus Christi by the provisions of Chapter 68, General Laws, Acts of the 36th Legislature, Regular Session, 1919 for public purposes. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends Section 1, Chapter 235, Acts of the 55the Legislature, Regular Session, 1957 (Article 5421j-1, V.T.C.S.), as follows: Authorizes the governing body of the City of Corpus Christi to lease all property transferred by the state to the City of Corpus Christi for such time, terms, conditions, and purposes as determined by that governing body to be in the best interest of the city, including the public purposes provided by Article III, Section 52-a, Texas Constitution, and Section 380.001(a), Local Government Code. SECTION 2. Effective date. EFFECTIVE DATE September 1, 2003, or immediately if it receives the requisite number of votes.
