SRC-AMY S.B. 1893 78(R) BILL ANALYSIS Senate Research Center S.B. 1893 78R10064 JRJ-DBy: Armbrister Infrastructure Development and Security 4/3/2003 As Filed DIGEST AND PURPOSE Currently, there is no Texas PGA Junior Golf specialty license plate. As proposed, S.B. 1893 creates a Texas PGA Junior Golf specialty license plate and establishes the procedure for obtaining such a plate. This bill also provides that the resulting revenues will be used to provide scholarships for young golfers. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Chapter 502F, Transportation Code, by adding Section 502.2705, as follows: Sec. 502.2705. TEXAS PGA JUNIOR GOLF LICENSE PLATES. (a) Requires the Texas Department of Transportation (TxDOT) to issue specially designed "Texas PGA Junior Golf" license plates for passenger cars and light trucks. (b) Requires TxDOT to design the license plates in consultation with Texas PGA Junior Golf. (c) Requires TxDOT to issue the license plates to a person who meets certain criteria. (d) Requires that $22 of each fee collected under this section be deposited to the credit of the general revenue fund and used only by the Texas Parks and Wildlife Department in making grants to benefit Texas PGA Junior Golf for the purpose of providing scholarships to students. Requires $8 to be deposited to the credit of the state highway fund and used to defray the cost of administering this section. (e) Authorizes the owner of the vehicle for which the license plates were issued to obtain replacement plates, if license plates issued under this section are lost, stolen, or mutilated, from TxDOT for a $5 replacement fee. Requires the vehicle owner to return the license plates to TxDOT upon disposal of the vehicle during a registration year. SECTION 2. Effective date: September 1, 2003.
