DIGEST AND PURPOSE

Currently, the Pineywoods Groundwater Conservation District (district) is
authorized to adopt rules requiring a permit to transport groundwater out
of the district. However, the original Act creating the district contains
an exception to the requirement, which goes beyond provisions set forth in
the Water Code. As proposed, S.B. 1899 removes the exception to make the
rulemaking and regulatory authority consistent with the Water Code.

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency.

SECTION 2. Effective date: upon passage or September 1, 2003.
