S.B. 1942 78(R) BILL ANALYSIS S.B. 1942 By: Wentworth Higher Education Committee Report (Unamended) BACKGROUND AND PURPOSE Currently, the name of Southwest Texas State University implies a regionalism that is detrimental to the school. Changing the university's name to Texas State University--San Marcos would more accurately reflect its location and stature. As proposed, S.B. 1942 changes the name of Southwest Texas State University to Texas State University--San Marcos. RULEMAKING AUTHORITY It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution. ANALYSIS SECTION 1. Amends the heading of Chapter 96C, Education Code, to read as follows: SUBCHAPTER C. TEXAS STATE UNIVERSITY--SAN MARCOS SECTION 2. Amends Section 96.41, Education Code, to make conforming changes. SECTION 3. Amends the heading of Section 54.511, Education Code, to make a conforming change. SECTION 4. Amends Section 54.511(a), Education Code, to make a conforming change. SECTION 5. Amends Section 55.1724(a), Education Code, to make conforming changes. SECTION 6. Amends Section 55.1734(a), Education Code, to make conforming changes. SECTION 7. Amends Section 61.003(3), Education Code, to make conforming changes. SECTION 8. Amends Section 62.021(a), Education Code, to make conforming changes. SECTION 9. Amends Section 62.055(b), Education Code, to make conforming changes. SECTION 10. Amends Section 411.050, Government Code, to make conforming changes. SECTION 11. (a) Provides that the name of Southwest Texas State University is changed to Texas State University--San Marcos. (b) Provides that a reference in law to Southwest Texas State University means Texas State University--San Marcos. (c) Provides that an appropriation for the use and benefit of Southwest Texas State University is available for the use and benefit of Texas State University--San Marcos. (d) Requires the board of regents of the Texas State University System and Southwest Texas State University to ensure that the name change is implemented with as little unnecessary cost as possible. Requires the university, to the maximum extent practicable, to use all stationery and other consumable supplies with its former name that are in its possession on the effective date of this Act. SECTION 12. Effective date: September 1, 2003. EFFECTIVE DATE This Act takes effect September 1, 2003.
