SRC-TJG S.B. 1945 78(R) BILL ANALYSIS Senate Research Center S.B. 1945 78R14501 JTS-DBy: Armbrister Natural Resources 5/20/2003 As Filed DIGEST AND PURPOSE The Texas Council on Environmental Technology was created to develop and certify new environmental technologies that cost-effectively improve air quality in Texas while promoting the development of environmental technology businesses in Texas. The current administrative budget is capped at $250,000. As proposed, S.B. 1945 provides that the limit on the amount of money used for administration of the new technology research and development program under Section 386.252(a), Health and Safety Code, does not include any amount retained by the Texas Council on Environmental Technology (council) from a grant made by the council to be used to administer the grant. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 386.252, Health and Safety Code, by adding Subsection (c), to provide that the limit on the amount of money used for administration of the new technology research and development program under Subsection (a)(4) does not include any amount retained by the Texas Council on Environmental Technology (council) from a grant made by the council to be used to administer the grant. SECTION 2. Effective date: upon passage or September 1, 2003.
