RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. GENERAL POWERS. Sec. 396.070. WATER, SEWER, AND NATURAL GAS PROJECTS; EMINENT DOMAIN. Sec. 396.071. REGIONAL WASTE DISPOSAL. Sec. 396.072. WASTE WATER AND SEWAGE. Sec. 396.073. OTHER WATER POWERS. Sec. 396.074. CONTRACTS. Sec. 396.075. POWERS OF OTHER GOVERNMENTAL ENTITIES. Sec. 396.076. BONDS. Sec. 396.077. CONSTRUCTION WITH OTHER LAW. SECTION 5. (a) Repealer: Section 396.065(b), Local Government Code. (b) Repealer: Sections 1-4 and 6, Chapter 1312, Acts of the 76th Legislature, Regular Session, 1999. SECTION 6. Provides that the legislature validates and confirms all legitimate governmental acts and proceedings of the authority. SECTION 7. Sets forth legislative findings. SECTION 8. Provides that to the extent of any conflict, this Act prevails. SECTION 9. Effective date: upon passage or September 1, 2003.
