SRC-JLB S.C.R. 27 78(R) BILL ANALYSIS Senate Research Center S.C.R. 27 78R8214 SMC-DBy: Madla Government Organization 3/31/2003 As Filed DIGEST AND PURPOSE The Texas Alcoholic Beverage Code was enacted by Chapter 194, Acts of the 65th Legislature, Regular Session, 1977, and became effective on September 1, 1977. In the intervening years since this codification, the Alcoholic Beverage Code has been amended numerous times in each legislative session, and there are now many provisions that seem to be in conflict and require evaluation, review, and revision. According to the statute's public policy statement, the Alcoholic Beverage Code is "an exercise of the police power of the state for the protection of the welfare, health, peace, temperance, and safety of the people of the state," and it is to the benefit of the citizens of this state that the code be as accessible as possible. The revision of the Alcoholic Beverage Code should take place during the 2004-2005 interim so as to coincide with the evaluation of the Texas Alcoholic Beverage Commission by the Sunset Advisory Commission. PURPOSE As proposed, S.C.R. 27 submits the following resolutions: Provides that the 78th Legislature of the State of Texas requests that the Texas Legislative Council schedule a revision of the Alcoholic Beverage Code during the 20042005 interim. Provides that the secretary of state forward an official copy of this resolution to the chairman and vice chairman of the Texas Legislative Council.
