DIGEST AND PURPOSE 

Currently, the Texas Constitution prohibits state employees who serve on
local government boards from receiving compensation, with the exception of
school teachers, retired school teachers, and retired school
administrators.  S.J.R. 19 proposes a constitutional amendment to add
certain faculty members and retired faculty members to the list of state
employees who may receive compensation for serving on a governing body of
certain water districts. 

RULEMAKING AUTHORITY

This bill does not expressly grant any additional rulemaking authority to
a state officer, institution, or agency. 

SECTION BY SECTION ANALYSIS

SECTION 1.  Amends Subsection (b), Section 40, Article XVI, Texas
Constitution, by adding a faculty member or a retired faculty member who
meets certain conditions to the list of persons who may receive
compensation for serving as a member of a governing body of certain water
districts. 

SECTION 2.  Requires this proposed constitutional amendment to be
submitted to the voters at an election on September 13, 2003.  Requires
the ballot to be printed to allow for voting for against the proposition
contained in specified text.
