SRC-MSY S.J.R. 19 78(R) BILL ANALYSIS Senate Research Center S.J.R. 19 By: Williams State Affairs 3/25/2003 As Filed DIGEST AND PURPOSE Currently, the Texas Constitution prohibits state employees who serve on local government boards from receiving compensation, with the exception of school teachers, retired school teachers, and retired school administrators. As proposed, S.J.R. 19 proposes a constitutional amendment to add college professors and retired college professors to the list of state employees who may receive compensation for serving on local government boards. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Amends Section 40(b), Article XVI, Texas Constitution, by adding a college professor and a retired college professor to the list of persons who may receive compensation for serving as a member of a governing body of a school district, city, town, or local government district, including a certain water district. SECTION 2. Requires this proposed constitutional amendment to be submitted to the voters at an election on November 4, 2003. Requires the ballot to be printed to allow for voting for against the proposition contained in specified text.
