A BILL TO BE ENTITLED

AN ACT

relating to a study of barriers to the development of bioreactor 
landfills. 
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  (a)  The Texas Commission on Environmental 
Quality shall conduct a study of:
		(1)  the potential environmental and economic benefits 
to Texas of bioreactor landfills;
		(2)  the potential to convert existing landfills in 
Texas to bioreactor landfills; and
		(3)  the state and federal laws and regulations 
inhibiting the development of bioreactor landfills in Texas.
	SECTION 2.  The Texas Commission on Environmental Quality 
may use the Municipal Solid Waste Advisory Council to assist it to 
perform its duties under this Act.
	SECTION 3:  The Texas Commission on Environmental Quality 
shall issue a report on the study and recommendations to the 
lieutenant governor and the speaker of the house of representatives 
no later than September 1, 2004.
	SECTION 3.  This Act takes effect September 1, 2003.
