A BILL TO BE ENTITLED

AN ACT

relating to excepting from required public disclosure a military 
discharge record that a veteran has recorded with the county clerk.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 192.002, Local Government Code, is 
amended by adding Subsection (c) to read as follows:
	(c)  A military discharge record recorded under this section 
is excepted from required disclosure under the public information 
law, Chapter 552, Government Code, or any other law, including 
Section 191.006, that would otherwise require that the record be 
open for inspection or copying by the public.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution. If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
