A BILL TO BE ENTITLED
AN ACT
relating to the qualifications for membership on the Board of Pardons and Paroles. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Section 508.032, Government Code, is amended to read as follows: Sec. 508.032. REQUIREMENTS FOR MEMBERSHIP. (a) Board members must be representative of the general public. (b) A member must have resided in this state for the five [two] years before appointment. (c) A former employee of the Texas Department of Criminal Justice may not serve on the board before the second anniversary of the date employment with the department terminated. (d) Not more than two of the six members appointed February 1 of an odd-numbered year may have a background in the field of criminal justice. SECTION 2. (a) This Act takes effect September 1, 2003. (b) Section 508.032(c), Government Code, as added by this Act, applies only to an appointment made to the Board of Pardons and Paroles on or after the effective date of this Act. (c) Section 508.032(d), Government Code, as added by this Act, applies only to an appointment made to the Board of Pardons and Paroles on or after February 1, 2005.
