A BILL TO BE ENTITLED

AN ACT

relating to certification of educational diagnosticians by the 
State Board for Educator Certification.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 21.003(a), Education Code, is amended to 
read as follows:
	(a)  A person may not be employed as a teacher, teacher 
intern or teacher trainee, librarian, educational aide, 
administrator, educational diagnostician, or counselor by a school 
district unless the person holds an appropriate certificate or 
permit issued as provided by Subchapter B.
	SECTION 2.  Not later than January 1, 2004, the State Board 
for Educator Certification shall propose rules governing the 
certification of educational diagnosticians.  Section 21.003(a), 
Education Code, as amended by this Act, applies only to the 
employment of an educational diagnostician by a school district on 
or after September 1, 2004.
	SECTION 3.  This Act takes effect September 1, 2003.
