H.B. No. 623




AN ACT

relating to the regulation of motor vehicle title services.                   
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Section 520.052, Transportation Code, is amended 
to read as follows:
	Sec. 520.052.  APPLICABILITY.  This subchapter applies to 
any motor vehicle title service operating in a county:
		(1)  that has a population of more than 500,000; or             
		(2)  in which the commissioners court by order has 
adopted this subchapter [2.8 million].
	SECTION 2.  A person required to hold a license under 
Subchapter E, Chapter 520, Transportation Code, as amended by this 
Act, in a county with a population of 2.8 million or less, is not 
required to hold a license before October 1, 2003.
	SECTION 3.  This Act takes effect September 1, 2003.
