A BILL TO BE ENTITLED

AN ACT

relating to the designation of the interchange at U.S. Highway 75 
and Interstate Highway 635 in Dallas as the David M. Laney High Five 
Interchange.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.   Subchapter B, Chapter 225, Transportation Code, 
is amended by adding Section 225.0425 to read as follows:
	Sec. 225.0425.  DAVID M. LANEY HIGH FIVE INTERCHANGE. (a)  
The interchange of U.S. Highway 75 and Interstate Highway 635 in 
Dallas is designated as the David M. Laney High Five Interchange.
	(b)  The department shall design and construct memorial 
markers indicating the designation as the David M. Laney High Five 
Interchange and any other appropriate information.
	(c)  The department shall erect a marker at appropriate sites 
along the interchange.
	SECTION 2.  This Act takes effect immediately if it receives 
a vote of two-thirds of all the members elected to each house, as 
provided by Section 39, Article III, Texas Constitution.  If this 
Act does not receive the vote necessary for immediate effect, this 
Act takes effect September 1, 2003.
