A BILL TO BE ENTITLED

AN ACT

relating to the compensation of a county chair who is not present at 
a central counting station.
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter A, Chapter 173, Election Code, is 
amended by adding Section 173.0041 to read as follows:
	Sec. 173.0041.  REDUCTION IN STATE COMPENSATION OF COUNTY 
CHAIR.  (a)  This section applies only to a county in which the 
ballots for a primary election are counted at one or more central 
counting stations.
	(b)  The state compensation paid to a county chair under 
Section 173.004 shall be reduced by 15 percent unless the county 
chair files a sworn statement with the secretary of state 
indicating that the county chair was present at a central counting 
station in the county on the day of the primary election and any 
runoff primary election for the entire period of time during which 
the ballots were counted, including during any early processing of 
ballots.
	SECTION 2.  This Act takes effect September 1, 2003.
