A BILL TO BE ENTITLED
AN ACT
relating to the election of school district trustees from
single-member districts.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Section 11.052(a), Education Code, is amended to
read as follows:
(a) Except as provided by Subsection (b), the board of
trustees of an independent school district, on its own motion, may
order that trustees of the district are to be elected from
single-member trustee districts or that not fewer than 50 [70]
percent of the members of the board of trustees are to be elected
from single-member trustee districts with the remaining trustees to
be elected from the district at large.
SECTION 2. The board of trustees of a school district that
before the effective date of this Act elected at least 70 percent of
its trustees from single-member districts may adopt a redistricting
plan that complies with Section 11.052(a), Education Code, as
amended by this Act.
SECTION 3. This Act takes effect immediately if it receives
a vote of two-thirds of all the members elected to each house, as
provided by Section 39, Article III, Texas Constitution. If this
Act does not receive the vote necessary for immediate effect, this
Act takes effect September 1, 2003.
