A BILL TO BE ENTITLED
AN ACT
relating to a transportation service to facilitate the purchase of medications near the state border with the United Mexican States. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 101, Human Resources Code, is amended by adding Section 101.034 to read as follows: Sec. 101.034. TRANSPORTATION SERVICE TO FACILITATE PURCHASE OF MEDICATIONS. (a) The department shall provide a low-cost transportation service to assist elderly individuals and other residents of this state in traveling to the United Mexican States to purchase medications. (b) The department shall provide the transportation service by operating buses or other appropriate vehicles between areas located in this state and areas located in the United Mexican States near the state border. The areas must include both urban and rural locations in this state selected by the board. (c) The department shall charge a fee to each passenger in the amount necessary to recover the cost of operating the transportation service. (d) The department may contract with a commercial bus company to operate the transportation service. SECTION 2. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2003.
