A BILL TO BE ENTITLED

AN ACT

relating to certain telephone calls in Cameron and Hidalgo 
counties.        
	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:                        
	SECTION 1.  Subchapter C, Chapter 55, Utilities Code, is 
amended by adding Section 55.049 to read as follows:
	Sec. 55.049.  CERTAIN LOCAL CALLS.  (a)  Notwithstanding any 
other provision of this title, all calls provided by an incumbent 
local exchange company within or between Cameron County and Hidalgo 
County are local, toll-free calls.
	(b)  An incumbent local exchange company may not charge an 
additional fee for a call described by Subsection (a) regardless of 
the provider of origination or termination.
	SECTION 2.  This Act takes effect September 1, 2003.
